The 2025 Chandler Good Government Index (CGGI) assessed 120 countries on governance. It measured leadership, institutional strength, service delivery, and other key indicators.

Although Africa recorded the lowest average score worldwide, some countries continue to stand out.

Mauritius, Rwanda, and Botswana lead the continent, showing that reforms and strong institutions can deliver real progress.

Mauritius

  • World Rank: 51 | Score: 0.553
    Mauritius holds its spot as Africa’s top performer for the fifth straight year. Strong institutions, transparent policies, and reliable public services fuel its success.

Rwanda

  • World Rank: 59 | Score: 0.507
    Rwanda is the best-performing low-income country worldwide. Inclusive policies and socio-economic reforms make it a global example of good governance.

Botswana

  • World Rank: 61 | Score: 0.501
    Botswana benefits from judicial digitalization and a stable democracy. These systems support long-term sustainable development.

Morocco

  • World Rank: 75 | Score: 0.466
    Morocco has advanced digital infrastructure and transparency. Economic reforms and major investments strengthen its governance record.

South Africa

  • World Rank: 77 | Score: 0.461
    South Africa faces fiscal challenges. However, its legal frameworks and strong institutions keep it among Africa’s governance leaders.

Tanzania

  • World Rank: 78 | Score: 0.457
    Tanzania is Africa’s most improved country. It climbed from 82nd place in 2021, thanks to reforms like the Digital Tanzania Project.

Egypt

  • World Rank: 81 | Score: 0.440
    Egypt’s governance relies on centralized policies and large infrastructure projects. Public participation, however, remains limited.

Senegal

  • World Rank: 83 | Score: 0.430
    Senegal benefits from a stable political climate and strong democratic values. These factors improve its governance score.

Ghana

  • World Rank: 86 | Score: 0.417
    Ghana’s democratic consistency and anti-corruption drive continue to enhance its governance performance.

Algeria

  • World Rank: 90 | Score: 0.415
    Algeria’s governance is supported by resource-driven economic policies. However, institutional reforms are still needed to build public trust.

Why Governance Matters

The CGGI is based on 35 indicators. It highlights governance as essential for economic stability, growth, and social trust.

While Africa’s average score remains low, slight improvements from 2024 to 2025 show signs of progress.

Countries like Mauritius and Rwanda demonstrate that accountable leadership and digital reforms can fuel development even in resource-limited settings.

Challenges and Opportunities Ahead

Fiscal pressure and weak institutions remain Africa’s biggest hurdles. Debt management is the most concerning issue.

Even so, with 70% of Sub-Saharan Africa’s population under 30, the potential is enormous. Strong governance could unlock jobs, education, and innovation.

Tanzania’s digital governance reforms provide an inspiring example for others.
