From February 28 to March 2, 2023, the city of Niamey, Niger, will host the Ninth Session of the Africa Regional Forum on Sustainable Development (ARFSD-9). This significant gathering, organized by the Economic Commission for Africa (ECA) in partnership with the Government of Niger, the African Union Commission, the African Development Bank, and various United Nations entities, aims to evaluate and advance the implementation of the 2030 Agenda for Sustainable Development and Agenda 2063. The forum will serve as a critical platform for African nations to align their efforts toward inclusive and sustainable growth.
Theme: Navigating Crises for a Green Recovery
The theme of ARFSD-9, “Accelerating the inclusive and green recovery from multiple crises and the integrated and full implementation of the 2030 Agenda for Sustainable Development and Agenda 2063,” reflects the urgency of addressing Africa’s challenges in a time of overlapping crises. The forum will focus on fostering resilience and promoting sustainable solutions amid what has been described as a “polycrisis” era, characterized by economic, environmental, and social challenges. Emphasis will be placed on climate action and building adaptive capacity to ensure long-term progress.
Reviewing Key Sustainable Development Goals
A core component of ARFSD-9 is the review of progress on five selected Sustainable Development Goals (SDGs): clean water and sanitation, affordable and clean energy, industry, innovation, and infrastructure, sustainable cities and communities, and partnerships for the goals. These goals are pivotal to Africa’s development agenda, addressing critical needs such as access to clean water, renewable energy, and resilient urban systems. The discussions will assess achievements, identify gaps, and propose actionable strategies to accelerate implementation, ensuring alignment with the aspirations of Agenda 2063 for a prosperous and united Africa.
Hybrid Format to Foster Broad Participation
The forum will adopt a hybrid format, enabling both in-person attendance in Niamey and virtual participation to ensure inclusivity. This approach will bring together a diverse group of stakeholders, including ministers, high-level policymakers, and experts from governments and intergovernmental organizations. Representatives from the private sector, civil society organizations, and international development partners will also contribute to the dialogue, enriching the exchange of ideas and perspectives.
Sharing Knowledge and Shaping Policy
ARFSD-9 will provide a platform for sharing experiences, best practices, and lessons learned in implementing the 2030 Agenda and Agenda 2063. Participants will engage in high-level panel discussions focusing on critical topics, such as financing inclusive recovery and supporting just transitions in the context of the United Nations Framework Convention on Climate Change (UNFCCC). These discussions aim to build consensus on policy options and actionable measures, which will be captured in the Niamey Declaration and a set of key messages. These outcomes will serve as Africa’s collective input to the 2023 High-Level Political Forum on Sustainable Development, scheduled for July 2023 in New York, and the SDG Summit in September 2023.
Driving Africa’s Sustainable Future
The forum’s emphasis on collaboration and innovation underscores its role as a catalyst for transformative change. By fostering dialogue among diverse stakeholders, ARFSD-9 aims to strengthen partnerships and mobilize resources to support Africa’s sustainable development goals. The focus on green recovery and resilience highlights the need for integrated approaches that address immediate crises while laying the foundation for long-term prosperity. The outcomes of the forum are expected to guide African nations in aligning their policies with global and continental development frameworks.
