On January 16, 2023, a devastating collision between a bus and a truck in northern Senegal’s Louga region left 22 people dead and at least 25 injured, according to local authorities. The accident, which occurred near the town of Sakal, marks the second major road tragedy in the country within a week, reigniting urgent calls for improved road safety measures.

A Deadly Collision in Louga

The crash took place on Monday morning when a bus, reportedly carrying 47 passengers despite a 32-seat capacity, collided with a truck near Sakal. Colonel Papa Ange Michel Diatta of Senegal’s national firefighting service confirmed the death toll to AFP, noting that over 20 individuals sustained injuries. A witness, speaking to RFM radio, suggested that the bus driver swerved to avoid a donkey on the road, which may have contributed to the accident. This overloading of the bus, a common practice in Senegal where vehicles often carry both passengers and goods, was cited as a factor exacerbating the casualty count.

Prime Minister Amadou Ba visited the crash site, emphasizing the need for stricter enforcement of road regulations. “Failure to follow the rules increased the casualty numbers,” Ba told reporters, pointing to the bus’s overcrowding as a critical issue. The incident underscores the persistent challenges of road safety in Senegal, where driver error, poor road conditions, and aging vehicles are frequently blamed for such tragedies.

A Nation Mourns Again

The Sakal crash follows closely on the heels of another deadly accident on January 8, 2023, in the Kaffrine region, where a collision between two buses claimed 40 lives and injured over 100 people. That tragedy prompted Senegal to observe three days of national mourning and spurred the government to announce nearly two dozen road safety reforms. These measures included a 90 km/h (56 mph) speed limit for buses and trucks, a ban on nighttime bus travel, and a prohibition on importing used tires, which were suspected to have caused the Kaffrine crash.

President Macky Sall addressed the latest incident on social media, stating, “Another deadly accident on our roads… highlights the need to strengthen highway safety measures.” The recurring nature of these accidents has intensified public and governmental focus on addressing systemic issues in Senegal’s transportation sector.

Challenges to Implementing Reforms

Despite the government’s proposed reforms, resistance from bus companies has complicated efforts to improve safety. For instance, a planned ban on placing luggage on bus roof racks, which can cause vehicles to become unstable, has been delayed by one year following pushback from operators. This practice, combined with overloading, remains a significant risk factor in Senegal’s road accidents, as buses are often modified to carry heavier loads than permitted.

According to the World Bank, Senegal, with a population of 17 million, records 24 road deaths per 100,000 inhabitants annually, a stark contrast to the European Union’s six per 100,000 and Switzerland’s two per 100,000. The sub-Saharan African average stands slightly higher at 27 per 100,000, highlighting the regional challenge of road safety.

A Call for Lasting Change

The Sakal tragedy has renewed urgency for effective road safety interventions in Senegal. The government’s proposed measures, while promising, face implementation hurdles due to economic pressures and resistance from transport operators. As the nation grapples with these losses, there is a growing demand for infrastructure improvements, stricter enforcement of regulations, and public awareness campaigns to prevent future tragedies. The injuries and deaths in Louga serve as a somber reminder of the work needed to ensure safer roads for all Senegalese.
