Nigeria Labels Kidnappers Terrorists in Policy Shift

The Federal Government of Nigeria has officially labeled kidnappers and violent armed groups as terrorists.

This major policy shift marks a significant escalation in Nigeria’s strategy to combat mass abductions and rural violence. Furthermore, the move aims to protect farmers and communities from persistent attacks.

Minister of Information and National Orientation, Mohammed Idris, announced the directive on Monday during a year-end press briefing. By removing “ambiguous nomenclature,” the government will now confront these crimes using full counterterrorism measures.

Ending “Ambiguous Nomenclature”

Previously, authorities often treated rural attacks as ordinary crimes. Under this new classification, any individual or group that terrorizes communities will be prosecuted as a terrorist. This applies specifically to those who target farmers or abduct citizens.

“The era of ambiguous nomenclature is over,” Minister Idris stated. “If you terrorize our people, you are a terrorist and will be classified as such. There is no name hiding under this again.”

The key benefits of this designation include:

  • Better Coordination: It strengthens intelligence sharing between all security agencies.
  • Faster Response: It allows for more decisive military and legal action.
  • Increased Authority: It expands the powers of security forces to dismantle criminal supply routes.

Major Captures and the Forest Guard Initiative

The Minister highlighted that inter-agency collaboration has already yielded results in 2025. Specifically, he noted the capture of the ISWAP head residing in Nigeria. This individual was one of the continent’s most wanted terrorists and had a significant U.S. bounty on his head.

Additionally, the government is now deploying trained forest guards to secure remote areas. These personnel will monitor forests that criminal groups often use as hideouts.

The Forest Guard strategy focuses on three main areas:

  1. Surveillance: Constant monitoring of remote locations and supply lines.
  2. Local Intelligence: Using community data to track the movement of armed groups.
  3. Rapid Intervention: Dismantling criminal camps in real-time.

Consequently, this initiative aims to provide vital reassurance to farming communities. Their livelihoods have been threatened by insecurity for far too long. By classifying these criminals correctly, the government signals a zero-tolerance approach to violence.
