In a move to reclaim diplomatic ground and mend fractured relations, French Foreign Minister Jean-Noël Barrot arrived in Bangui on Thursday, March 12, 2026. This marks the first high-level visit by a French official to the Central African Republic (CAR) in seven years.

Barrot’s mission is clear: to rebuild a partnership with a former colony that has increasingly turned toward Moscow for security and economic support. Upon his arrival at the MINUSCA base, the minister was welcomed by the UN mission chief, Valentine Rugwabiza, signaling the start of a critical two-day diplomatic offensive.

Ending the “Cold Spell”: A Strategic Reconnection

The visit follows a pivotal thaw in relations that began in April 2024. During that time, French President Emmanuel Macron and Central African President Faustin-Archange Touadéra agreed to re-establish diplomatic ties after years of significant tension.

A diplomatic source noted that after a brief “cold spell” in their shared history, the relationship is now being “renewed and strengthened.” However, the path to reconciliation is complicated by the deep-rooted presence of Russian interests in the region.

The Shadow of Moscow’s Expanding Footprint

Since gaining independence in 1960, France has historically maintained strong influence and a military presence in the mineral-rich nation. However, over the last decade, Paris has gradually ceded its position to Russia.

Faced with persistent internal instability and civil unrest, President Touadéra has leaned heavily on Russian support. This reliance includes the deployment of fighters from the Wagner Group. In exchange for security, these entities have secured lucrative contracts in the CAR’s most valuable sectors:

  • Gold and Diamond Mining: Critical resources that drive the national economy.
  • Logging: Vast timber reserves now under foreign management.

Highlighting the geopolitical tug-of-war, Touadéra held high-level talks with Vladimir Putin in Moscow just days before Barrot’s arrival in Bangui.

Talks Amidst a Controversial Political Climate

On Friday, Barrot is scheduled to meet with President Touadéra to discuss the future of French-Central African cooperation. The meeting occurs against a backdrop of domestic political friction.

Touadéra secured another term in office last December, officially winning 78 percent of the vote. However, local opposition parties have condemned the results as fraudulent, creating a delicate environment for international diplomats to navigate.

The last time a senior French minister set foot in Bangui was in November 2018, when Jean-Yves Le Drian visited during the height of the nation’s civil war. Barrot’s presence today represents a significant attempt to modernize the relationship and offer an alternative to the “security-for-resources” model currently dominated by Russian forces.

For France, the return to Bangui is a test of its “soft power” and its ability to remain relevant in a shifting African landscape.
