The United States Department of Homeland Security (DHS) has introduced a temporary financial boost to encourage undocumented migrants to leave the country voluntarily. During the 2025 holiday season, the government is tripling its standard “exit bonus” for individuals who register to depart by the end of the year.
This initiative is part of a broader effort to streamline voluntary departures through digital tools. According to the DHS, migrants who use the CBP Home app to self-deport will now receive a $3,000 stipend along with a free flight to their home country.
Details of the “Project Homecoming” Incentive
Originally launched in May 2025 under a presidential proclamation by Donald Trump, “Project Homecoming” initially provided a $1,000 incentive. However, for the month of December, this amount has been significantly increased to speed up the process.
The holiday incentive package includes the following benefits:
- Increased Cash Bonus: A $3,000 stipend for those who register by December 31, 2025.
- Complimentary Travel: A one-way flight to the individual’s country of origin, fully funded by the government.
- Legal Forgiveness: Participants will have civil fines or penalties related to their immigration status or failure to depart waived.
- Digital Processing: The entire application and travel coordination happen through the CBP Home mobile app.
To fund these bonuses and travel arrangements, the State Department has redirected $250 million that was originally intended for refugee resettlement programs.
2025 Trends in Voluntary Departure
Homeland Security Secretary Kristi Noem reported that the program has seen significant engagement throughout the year.
Since January 2025, approximately 1.9 million undocumented migrants have left the U.S. voluntarily. Within that group, tens of thousands of people have utilized the CBP Home app to facilitate their exit.
Secretary Noem described the tripled bonus as a generous “Christmas season” offer from American taxpayers. However, she paired the announcement with a stern warning for those who remain in the country without authorization.
“Illegal aliens should take advantage of this gift and self-deport,” Noem stated. “If they don’t, we will find them, we will arrest them, and they will never return.”
Strict Consequences for Staying
The DHS emphasized that the self-deportation app offers the fastest and most dignified way to leave. The department warned that missing this year-end deadline will lead to much more severe outcomes.
Individuals who do not participate face:
- Forced Removal: Federal agents will conduct targeted arrests and formal deportations.
- Permanent Bans: Those who are forcibly removed will be permanently barred from re-entering the United States.
- Loss of Benefits: No financial stipend or free travel will be provided to those who are arrested and deported through standard enforcement channels.
The DHS continues to urge eligible individuals to download the app and submit their information immediately to secure their travel and the $3,000 bonus before the January 1 deadline.
